What is the Flock sharing network?

Agencies that use Flock Safety license plate readers can let other agencies search the plates their cameras record. Each agency chooses who gets access, and many open their data to hundreds or thousands of others across the country. This map shows those links.

Can police in another state search plates recorded in my town?

Often, yes. A camera's data can be searched by every agency its owner shares with, and that list is frequently nationwide. The agency sharing most widely in this data, Adrian MI PD, lists 4,042 organizations. Pick your local agency on the map to see its list.

Why is most of the network missing?

Only agencies that run a public Flock transparency portal publish anything, and many of those leave out who they share with. Of 8,080 agencies and organizations that appear in this data, 1,526 have a public portal and 916 of them name who they share with. Everything drawn here comes from those 916 lists, so the real network is larger.

Where does this data come from?

From agencies' own public Flock transparency portals, collected by the independent project EyesOnFlock.com and published under the Creative Commons Attribution-ShareAlike 4.0 license. Agency locations are approximate: each is placed at the center of its town or county using U.S. Census Bureau data.
